My claim is that emissions reductions are mostly incidental for them, based on the fact that observed emissions are actually skyrocketing, they invest remarkably little in technologies to reduce the amount of carbon that don't generate more power ('The country is also not distracted much by carbon capture, direct air capture'), and they have very weak incentives for businesses to reduce emissions.
Their investments can be explained more easily by the goal of reducing foreign dependencies (both coal and renewables are domestic) than by the goal of reducing emissions (why build hundreds of new coal power plants then?)
